I have not seen this type of service being available in KL and when I was too young to need petition writers when staying in Ipoh. Those Chinese characters on displayed say: "Services for typing official letters and filling up forms."
Come to think of it, Taiping folks are indeed the lucky lots. There are actually people willing to type letters and fill up forms for them!  Here in my office, I have to type urgent letters if I am not patient enough to wait for them to be typed. 
Now, I know where to go if I want to be pampered.
